According to Jim Recap: The Thin Green Line

Cheryl is hoping for a position on the church board, but it couldn't have come at a worse possible time, because it's St. Patrick's Day, and that means that the Green Man will arrive at any moment. In fact, when she pokes her head out of the kitchen, there he is - her husband Jim has vanished, and in his place, the Green Man is dancing a jig on the coffee table with Andy and Ryan cheering him on. After sneaking the reverend out the back door, she begs Jim to keep the Green Man in check this year.

Naturally, that isn't very likely to happen, but Jim agrees that he will do his best. He is even drinking a soda at the bar. But then an innocent trip to the bathroom turns into a challenge from none other than the Green Man himself (yes, Jim was talking to himself in the bathroom), and when he comes out, he has transformed into the Green Man. It's a bit like the Hulk.

Cheryl is sitting at home, nervous that she will get a call from the police about what the Green Man has done, and when she can't get him on his cell phone (it's at the bottom of a pitcher of beer) and Ryan calls Dana and sounds like a maniac - just before his phone ends up at the bottom of the same pitcher, Cheryl decides to go get him and bring him home before any chance of getting onto the board is lost forever.

Unfortunately, she can't get into the bar, and all those cups of tea are working a number on her system, and she really needs to use the bathroom. So she goes into the alley to use the dumpster, and that's when she gets arrested for urinating in public. She quickly hurries home so she doesn't get caught, and the Green Man leads a bunch of people out the window to "rob a bank". Luckily there are some hot dog stands and a zoo in the way, or they might have really done it.

The next day, as Cheryl waits to find out the results of her appointment to the board, it seems that she's not going to get the job. But before she can lay into Jim for getting her kicked off, they tell her it's because she was arrested. Jim is so proud.
